JSDMA: Jharkhand State Disaster Management Authority

On 23rd December, 2005, the Government of India took a defining step by enacting the Disaster Management Act, 2005, which envisaged creation of the National Disaster Management Authority (NDMA) headed by the Prime Minister, State Disaster Management Authorities (SDMA) headed by the Chief Ministers, and District Disaster Management Authorities (DDMA) headed by the District Magistrates or Deputy Commissioners as the case may be, to spearhead and adopt a holistic and integrated approach to disaster management (DM). There will be a paradigm shift, from the erstwhile relief-centric response to a proactive prevention, mitigation and preparedness-driven approach for conserving development gains and to minimize loss of life, livelihood and property.

Section 3 the Disaster Management Act 2005 lays down the establishment of State Disaster Management Authority at the State Government levels. Accordingly for the State, the SDMA was notified vide notification No. 2/Aa. Pra -39/201o..425../Aa. Pra Dated 28.5.2010. The constitution of the SDMA is as under:-

Aims & objectives of JSDMA:

The Authority has the mandate not only to take up the mitigation activities but also the relief, restoration, reconstruction and other measures. These activities cover the entire gamut of disaster management including preparedness activities:

  • Coordinate with the line departments involved in reconstruction,
  • Coordinate with bilateral and multi-lateral aid agencies,
  • Coordinate with UN Agencies, International, National and State-level NGOs,
  • Network with similar and relevant organizations for disaster management.

Section 18. Powers and functions of State Authority.

  1. Subject to the provisions of this Act, a State Authority shall have the responsibility for laying down policies and plans for disaster management in the State.
  2. Without prejudice to the generality of provisions contained in sub-section (1), the State Authority may-
    • Lay down the State disaster management policy.
    • Approve the State Plan in accordance with the guidelines laid down by the National Authority.
    • Approve the disaster management plans prepared by the departments of the Government of the State.
    • Lay down guidelines to be followed by the departments of the Government of the State for the purposes of integration of measures for prevention of disasters and mitigation in their development plans and projects and provide necessary technical assistance therefore.
    • Coordinate the implementation of the State Plan.
    • Recommend provision of funds for mitigation and preparedness measures.
    • Review the development plans of the different departments of the State and ensure that prevention and mitigation measures are integrated therein.
    • Review the measures being taken for mitigation, capacity building and preparedness by the departments of the Government of the State and issue such guidelines as may be necessary.
  3. The Chairperson of the State Authority shall, in the case of emergency, have power to exercise all or any of the powers of the State Authority but the exercise of such powers shall be subject to ex post facto ratification of the State Authority".

District Disaster Management Authority:

25(I) Every State Government shall as soon as may be after issue of notification under sub-section (I) of section 14, by notification in the Official Gazette, establish a District Disaster Management Authority for every district in the state. The Government of Jharkhand established District Disaster Management Authority vide notification no. 2/Aa.Pra. – 40/2010/ Aa. Pra Ranchi dated 22.9.2010.
